A message from our chair Emma Woollett

I am delighted that you are considering applying for the role of Independent Non-Executive Member at NHS Lancashire and South Cumbria Integrated Care Board (LSC ICB). There are two opportunities, one (for an experienced NED) will also take the role of Deputy Chair, and both roles will play a key supporting and assurance role in the governance and leadership of the organisation.
We commission health and care services for the 1.8 million people living in Lancashire and South Cumbria, with responsibility for spending over £5 billion on services to meet their needs and support improvement in health and wellbeing. Our population is spread over a complex geography and is extremely diverse.
This is a challenging but exciting time to join our Integrated Care Board. Despite the difficult task of halving the running and programme costs of the ICB, we believe that the focus on strategic and population health focused commissioning, set out within the Model ICB Blueprint, provides a huge opportunity to streamline our organisation to deliver our vision to develop a community-centric health and care system. We have a blueprint of how to reconfigure the way in which clinical services are provided across the system, and we know we must work alongside our partners in local authorities, social care, education and the voluntary, community, faith and social enterprise sector to increase the provision of care in the home and community, enabled by the best use of digital technology. Delivering this vision will both improve outcomes and narrow the significant health inequalities that currently exist in our communities.
The ICB is currently subject to Enforcement Undertakings, reflecting both the financial position and the ICB’s governance arrangements. Significant work has been undertaken over the last 12 months to address the issues identified. Positive progress has been made in respect of exiting the National Recovery Support Programme in December 2025, and I am confident that we are making good progress towards delivering our Undertakings and providing a strong base for future success.
